To infuse local planning processes with the voices of the citizens, the Bhutan Centre for Media and Democracy launched a participatory planning toolkit for the Local Government office bearers. The toolkit supplements the existing planning process at the Local government level that emphasises analysing community situations using multiple lenses and consulting widely prior to planning and prioritising.
